Solution ( 1 ) - Most common problem and works 95% of the time -
Your cache memory within your browser needs to be flushed.

( 3 ) You are using some type of cache software which does not refresh each time.

Beyond the above, I have know idea . The program is working properly and has no trouble being accessed by 99.9% of all users.
